What is the masterplan for Tonbridge?
The masterplan framework sets out a vision for Tonbridge town centre, aiming to create a vibrant, sustainable urban environment. The framework integrates key elements to optimise leisure, new public spaces, and housing.
Central to the plan is the relocation of the Angel Leisure Centre to Sovereign Way Mid Car Park, develop recreational and commercial space around the river and improve walking routes.
The proposals will aim to increase footfall and visitors into the town and support local shops and services.
Each development site has been assessed for its delivery potential, and a range of options are being considered.
We will also seek contributions from developers to help fund infrastructure improvements, including the riverside park.
Key proposals include:
- A new leisure centre at Sovereign Way Mid (external website)
- New public spaces
- New homes at Sovereign Way North
- A primary healthcare GP facility
- A hotel or housing at Vale Road
- Mixed use development at the former Angel Centre
Following the meeting of the Cabinet on Tuesday 14 October 2025 a number of amendments were made to the masterplan.
Delivery of the masterplan
The delivery strategy for the masterplan sets out how the regeneration of this key area will be phased and managed over the coming years. It details the planned sequence of developments, including the new Angel Leisure Centre, new homes, healthcare facilities, and public spaces, while explaining how parking, community feedback, and local government changes have shaped the approach.
The strategy also outlines how we will review progress, work with partners, and ensure that the needs of residents and businesses are considered at every stage. For full details on the phasing, governance, and next steps, view the delivery strategy.
Regeneration of the area is likely to take place in a phased approach over number of years (10 years +) when market interest and viability is optimum for each specific site. As such there will be no imminent reduction of long or short stay public/business parking.
We are aware that some people have resident parking permits with the masterplan area. These will be taken into consideration as the development of each site progresses.
Public survey results
From 15 July to 31 August we gathered views from residents and businesses in Tonbridge, about the proposed masterplan for the area around the Sainsbury's and Angel Centre (East of High Street).
We are committed to delivering the masterplan in a phased and coordinated way, starting with the new leisure centre.
