Current stage

As reported to the March 2025 meeting of the Joint Transportation Board (JTB), Phase 14 of the Parking Action Plan was introduced autumn 2024 and has broadly achieved its goals.

Common Road, Blue Bell Hill

However, Local Members for Blue Bell Hill have requested that Officers review the parking restrictions in Common Road that have been installed with a view to removing them entirely. Particular concerns raised by Members were the negative impact of the restrictions on the village, residents and local businesses.

These double yellow lines were introduced following:

  • reports by residents of obstructive parking at the single yellow lines, and white access protection markings. As reported to JTB 18 September 2023.
  • consultation on the proposed double yellow lines
  • reports to members of JTB of the consultation responses, as shown below, the decision was then made by those members to introduce the double yellow lines.

Oak Road, Aylesford

There have been issues with completing the installation work over a short section of Oak Road, Aylesford where a resident has continuously parked in an area agreed for lining, but it is hoped that this will be completed in the near future.

Previous stages

November 2022

A list of requests at 32 locations (the maximum number that can be addressed within available staff resources) was recommended for consideration in Phase 14 to borough councillors at the 21 November 2022 JTB meeting. They decided that those locations would be taken forward for investigation and informal consultation.

One location did not proceed to informal consultation (44-46 Woodbury Road, Walderslade), as after investigation it was not supported.

May/June 2023

At the June 2023 meeting of the JTB it was agreed that the proposals for ‘The Lakes & Reed Close’ should be combined with wider proposals for The Lakes.

Informal consultation took place on 31 locations from 19 May to 11 June 2023. During this stage of consultation, we asked for the views of the immediate residents and businesses in the area.

September 2023

Responses to the informal consultation were reported to borough councillors of the JTB on 18 September 2023. Where they made the following decisions:

  • the recommendations for each location be adopted and where appropriate the proposals be taken forward to formal consultation
  • Members views were sought on West Street, Wrotham and agreed that this be taken forward to formal consultation
  • following consideration of the views of the Joint Transportation Board and local Members, the double yellow lines on Shakespeare Road (between Burns Crescent and Scott Road) be removed.

This means that the following locations were abandoned and are not to proceed to formal consultation:

  • Ditton – Cherry Orchard & Kiln Barn Road
  • Eccles – Bull Lane
  • Eccles – Hawkes Road
  • Larkfield – Swallow Road
  • Larkfield – The Lakes area
  • Leybourne – Little Oxley & Copse Hill
  • Platt – Grange Road
  • Snodland – Bramley Road & Recreation Avenue
  • Snodland – Nevill Road & Nevill Place
  • Tonbridge – Lawrence Road
  • Tonbridge – Royal Rise
  • Tonbridge – Mill Lane
  • Tonbridge – The Chase
  • Tonbridge – Goldsmid Road

This means that the following locations were adjusted for formal consultation:

  • Tonbridge – Howard Drive.
  • Tonbridge – Woodside Road
  • Walderslade – Woodbury Road & Falkland Place

October 2023

Formal consultation on the intention to change the TRO for 17 locations took place between 06 October 2023 to 29 October 2023. Formal consultation was open to all to comment.

March 2024

The responses to the formal consultation on the intention to change the TRO were reported to borough councillors of the JTB on 04 March 2024. Where they made the following decisions:

Most sites were to proceed to the final stage of the change the TRO as advertised with the exception of:

  • Cottenham Close, East Malling – where the decision was that the proposal be amended to reduce the proposed extended double yellow lines, so as to start on both sides from the rear boundary of No. 1 Cottenham Close;
  • Branbridges Industrial Estate – where the decision was the proposals be abandoned
  • West Street, Wrotham – where the decision was that the proposals be abandoned

May 2024

In May 2024 a General Election was called for 04 July 2024.

Home Office Guidance  states that public consultations should not be launched during the election period. This meant that the final part of the legal process to implement Phase 14 could not take place until after the election.

July 2024

The final stage of the legal process started 19 July 2024. The legal notice was advertised in the press and on site.

In line with the Councillors’ decisions from the March 2024 meeting of the Joint JTB, arrangements were made for the other works to take place. Once signing and lining have taken place, and the Traffic Regulation Order (TRO) has been signed and sealed, enforcement will take place.
