We are consulting on proposed updates to the Local Validation Checklist for planning applications. We are inviting comments on the proposed changes to help ensure that the checklist remains clear, proportionate and up to date.

Why we are reviewing the Local Validation Checklist?

We are reviewing the Local Validation Checklist to make sure it reflects current information requirements for planning applications. In particular, we are proposing to add document requirements relating to potable water resources and to provide clearer guidance on biodiversity net gain. These changes are intended to help applicants understand what information is needed at the point of submission and to support the efficient validation of planning applications.

What is a Local Validation Checklist?

A Local Validation Checklist sets out the information, plans and supporting documents that must be submitted with a planning application for it to be treated as valid. It sits alongside the national validation requirements and helps applicants understand any additional local information that may be needed to assess proposals properly.

Consultation period

The consultation will run for 5 weeks from 26 May 2026 and will close on 30 June 2026.

What we are consulting on

  • Are the proposed changes clear and easy to understand?
  • Are the proposed requirements proportionate to the type of development proposed?
  • Are the proposed changes supported by local and national planning policy?
