Apply for an event road closure

Victory in Europe (VE) and Victory over Japan (VJ) day street parties

As these are national events, they are usually dealt with by Kent County Council (KCC).

Kent County Council (KCC) are dealing with all applications for road closures for VE and VJ street parties.

VE Day

The deadline for receipt of applications has now passed.

VJ Day

Kent County Council (KCC) are dealing with applications for road closures for VJ day street parties.

KCC deadlines and restrictions are as follows

  • Deadline for receipt of VJ applications is 27 June 2025 
    • Dates allowed for celebrations to take place for VJ Day are 15 August through to the 17 August
    • Only 1-day street parties will be allowed
    • Street parties to finish by 11pm.

KCC do not charge for closing these roads for residential street parties.

KCC will send out a blanket email one week after the deadline closes to all successful applicants. For unsuccessful applicates they will receive a rejection email before the deadline date.   

Road closures for other events

If a road closure is needed due to your event, depending on the type of event, you need to apply to either Tonbridge and Malling Borough Council or Kent County Council (KCC).

You must provide:

  • an event management plan
  • a plan of whole event, parade route, signage, marshal location, diversion route where necessary
  • a risk assessment
  • traffic management plan - see tab 3 above ‘Provide a traffic management plan for your event’
  • evidence of £5 million public liability insurance (not required for small street parties)

Types of events that Tonbridge and Malling Borough Council deal with

  • parades and processions
  • fetes
  • Christmas lights events
  • Street parties but only for small local events

Apply to TMBC to request a road closure

We will email all of the information supplied by you to:

  • Kent Police and KCC (the Highway Authority for Kent) as they have to adhere to a number of Statute and Common Laws which protect the highway, its users and the people working on it. KCC also coordinate planned and emergency roadworks.
  • Kent Fire & Rescue Service
  • Tonbridge & Malling Borough Council - Safety Advisory Group
  • Other sections of Tonbridge & Malling Borough Council

Types of events that Kent County Council deal with

  • sporting events on the public highway
  • road closures for 15 minutes or less
  • street parties for national/Kent wide events
