We frequently receive requests for bays to be suspended for reasons such as:
- loading and unloading of vehicles
- works on the highway
- large vehicles needing access
We do not currently suspend parking bays on the public highway. Our powers relate to the enforcement of parking restrictions where we can only issue Penalty Charge Notices. We do not put out cones and we cannot have vehicles moved.
Loading and unloading
Highway Code information relating to loading and unloading. If you are expecting a large vehicle, you could park vehicles where you wish the delivery to take place and then move them when the delivery arrives. Otherwise the delivery vehicle may park, within parking restrictions if safe to do so, just while loading or unloading is taking place. Loading and unloading must be uninterrupted to keep disruption to a minimum and does not include, for instance, toilet breaks, food or refreshment breaks. If loading or unloading causes an obstruction or is unsafe, the Police may attend.
Works on the highway
Works on the highway must be authorised by the highway authority, in this area this is Kent County Council (KCC). If required to do so by the highway authority, contractors/utilities companies, can cone/barrier off an area for traffic management purposes themselves. Even if KCC have authorised works, we do not put out cones/barriers, or have the legal power to have vehicles removed or issue Penalty Charge Notices to vehicles parked within areas with cones or barriers.
Dispensations are available, which allow parking within permit bays, for tradesmen and other service providers to effectively carry on their business. Dispensations do not guarantee a space.
If you're responsible for transporting an abnormal load, you need to follow regulations for notifying the authorities.
