New Improved Recycling Collections 2019
Tonbridge & Malling Borough Council and Tunbridge Wells Borough Council have awarded an eight-year contract for a new recycling and waste collection and street cleansing service to Urbaser Ltd, a resource and waste management company.
The new contract, which will begin on 1 March 2019 in Tonbridge and Malling and on 30 March 2019 in Tunbridge Wells, will see Urbaser Ltd providing a greatly improved recycling service to 101,000 homes as well as enhanced street cleansing services across both boroughs.
Urbaser Ltd has been delivering environmental services across the world since 1993. Its parent company is the third largest environmental services provider in Europe, and also operates in Asia, North Africa and South America. In the UK, Urbaser Ltd has won 11 local municipal waste services contracts since 2010. Other local authority clients include Gosport Borough Council, Waltham Forest Council, Burnley Borough Council, Royal Borough of Windsor & Maidenhead, and East & North Hertfordshire District Councils.

”For some years, residents have been asking us to collect more materials for recycling from home and the new contract will give us the opportunity to do this. Charging for green waste collections (as the majority of local authorities now do) means that we can greatly expand our kerbside collections to include plastics, cartons, cans and glass, and a separate weekly food waste collection. We will also be able to offer other enhanced services including the kerbside collection of textiles, small electrical items and household batteries. We hope that residents will opt to receive the garden waste service and take advantage of the introductory reduced price offer.”
What will the new service include?
In both boroughs, the new service will include:
- A weekly food waste collection;
- A fortnightly collection of waste, which can’t be recycled;
- A fortnightly collection of mixed dry recyclables (plastics, cartons, tins, cans and glass) in a wheeled bin with a separate container for paper and card; and
- The separate fortnightly collection of garden waste (as an “opt in” charged service).
In Tonbridge and Malling, Cabinet Members recommended an annual fee of £40 for the fortnightly collection of garden waste with a special introductory offer of £35. To encourage take-up, residents signing up within the discount period will also guarantee the ‘Early Bird’ price for the second year. It is hoped that the new service will not only significantly improve services for residents but will also generate significant savings and increase recycling rates.
When will the new service start?
In Tonbridge and Malling, the new contract will begin on 1 March 2019 but initially services will continue as normal while the logistics of the roll out of the new service are finalised. Residents will be kept fully informed and further announcements regarding the start of the new service will be made in the coming months.
We are well aware of the significant logistical arrangements required to introduce the new and improved recycling and waste service collection across two boroughs. Our contract specifically provides for a bedding in period when the current “As Is” service will be provided by the contractor for a number of months to allow sufficient time to plan for the introduction of the new services. We have good project management controls in place to manage the new contract, which will be overseen by a joint Partnership Manager and Project Team. We are using experience from other service roll outs to help plan for the new contract.
