Public health - cooling tower notification

If you control non-domestic premises within Tonbridge & Malling you must ensure that you notify the Borough Council of any cooling tower or evaporative condenser (notifiable devices) on the premises.

Notification must be in writing (including by electronic means) on a form approved by the Health & Safety Executive.

You must notify the Borough Council of any changes to the notification information within one month of the change, in writing.

If the device ceases to be a notifiable device you must notify the Borough Council in writing as soon as possible.


The Council maintains a list of cooling towers operating within the borough. This list was last updated in March 2020.

The Notification of Cooling Towers and Evaporative Condenser Regulations 1992 imposes a duty on a person who has control of a premises with either a:

  • Cooling Tower
  • Evaporative Condenser
  • Adiabatic Cooling Device

Your application will be processed within 14 working days.

Tacit consent applies to this registration. This means that you will be able to act as though your application is granted if you have not heard from the local authority by 28 days of submitting your application.
