Organisation and Contextual Information

At 31 March 2019 the Council employed 263 permanent staff or 222 full-time equivalents. Estimated gross expenditure for the year 2019/20 is around £89 million. Services provided by the Council include refuse collection and recycling, street cleansing, public and environmental health, housing, parks and open spaces, car parking , community safety and housing benefits; and serves a population of around 129,000. Remuneration of Senior Officers

Details of the salaries and benefits of senior officers of the Council who receive a basic salary of £60,000 and above is given below.

Chief Executive Julie Beilby

The Chief Executive is the most senior officer who leads and takes responsibility for the work of the Council and is the Chairman of the Council's corporate Management Team and Statutory Head of Paid Service with overall management responsibility to the Council for the management of its affairs.
Julie was appointed Chief Executive of Tonbridge and Malling Borough Council with effect from February 2013.

Remuneration: The basic salary for this post is £119,196 and a yearly lease car benefit of £5,067. The total salary and benefits is £124,263.

The role also attracts a separate fee payment as appropriate for acting as returning officer for Borough, County, European and General elections.

Director of Central Services and Deputy Chief Executive Adrian Stanfield

Member of the Council's corporate Management Team with responsibility for the overall management of: Council Property and Estates, Facilities Management, Media & Communications, Democratic Services, Legal Services, Licensing, Land Charges, Personnel and Training, Community Safety and Customer Services. Undertakes the statutory role of Monitoring Officer and Data Protection Officer, and is the Council's Senior Responsible Officer for RIPA compliance.

Remuneration: The basic salary for this post is £95,376 and a yearly lease car benefit of £5,067. The total salary and benefits is £100,443.

The post also attracts a separate fee payment as appropriate when acting as the duty emergency coordinator.

Director of Finance and Transformation Sharon Shelton

All councils must, by law, appoint an officer to look after their financial affairs and Sharon does that job amongst others for Tonbridge and Malling. As well as looking after the Council's strategic finances, Sharon is responsible for the Finance, Internal Audit, Fraud Prevention, Revenues and Benefits and Information Technology teams. Through the 'transformation' role, Sharon is involved with initiatives aimed at ensuring that services are cost effective and simpler to access.

Director of Planning, Housing and Environmental Health Eleanor Hoyle

Member of the Council's corporate Management Team with overall responsibility for the management of Strategic Planning and Development Policy, Development Management and Building Control Services, Housing Services and Environmental Health Services.

Director of Street Scene, Leisure and Technical Services Robert Styles

Member of the Council's corporate Management Team with overall responsibility for the management of Waste and Street Scene Services, Management and Development of Leisure Services and Transportation and Parking Services.

Remuneration: The basic salary for this post is £92,994 and a yearly lease car benefit of £5,067. The total salary and benefits is £98,061.

Chief Planning Officer Louise Reid

Responsible for: Management of the Planning Service including the Development Management function and Plan making including the Local Plan, supplementary planning guidance together with countryside planning and environmental policy and conservation and the Building Control function.

Remuneration: The basic salary for this post is £66,795 plus a yearly lease car benefit of £4,357. The total salary and benefits is £71,152.

Chief Financial Services Officer Neil Lawley

Responsible for: Management of the Accountancy and Exchequer functions including the Budget, Statement of Accounts, Payments, Treasury Management, Banking and Insurance arrangements and Payroll and Internal Audit and Fraud Investigation. Neil also prepares, and advises on, the Council's strategic finance plans and assists with both procurement and the transformation agendas.

Head of Street Scene and Leisure Darren Lanes

Responsible for: Management of Street Scene, Waste and Leisure Services most notably the refuse, recycling and street cleansing and grounds maintenance contracts and management and development of the Council's indoor and outdoor leisure facilities.

Head of Information Technology Ganesh Thangarajah

Responsible for: The development and delivery of all IT services, implementing and updating the IT Strategy, management of the Technical Support and Development teams and overseeing the management of cyber/information security risks.
