Organisation and Contextual Information

At 31 March 2014 the Council employed 294 permanent staff or 249 full-time equivalents. Estimated gross expenditure for the year 2014/15 is around £84 million. Services provided by the Council include refuse collection and recycling, street cleansing, public and environmental health, housing, parks and open spaces, car parking , community safety and housing benefits; and serves a population of around 120,000. Remuneration of Senior Officers

Details of the salaries and benefits of senior officers of the Council who receive a basic salary of £60,000 and above is given below.

Chief Executive Julie Beilby

The Chief Executive is the most senior officer who leads and takes responsibility for the work of the Council and is the Chairman of the Council's corporate Management Team and Statutory Head of Paid Service with overall management responsibility to the Council for the management of its affairs.
Julie was appointed Chief Executive of Tonbridge and Malling Borough Council with effect from February 2013.

Remuneration: The basic salary for this post is £110,667 and a yearly lease car benefit of £5,067. The total salary and benefits is £115,734. This role also attracts a separate fee payment as appropriate for acting as returning officer for Borough, County, European and General elections.

Director of Finance and Transformation Sharon Shelton

All councils must, by law, appoint an officer to look after their financial affairs and Sharon does that job amongst others for Tonbridge and Malling. As well as looking after the Council's strategic finances, Sharon is responsible for the Finance, Internal Audit, Fraud Prevention and Revenues and Benefits teams. Through the 'transformation' role,  Sharon is involved with initiatives aimed at ensuring that services are cost effective and simpler to access.

Director of Central Services and Monitoring Officer Adrian Stanfield

Member of the Council's corporate Management Team with responsibility for the overall management of: Council Property and Estates, Facilities Management, Democratic Services, Legal Services, Licensing, Land Charges & Public Rights of Way, Personnel and Training, Performance Management and Customer Services. Undertakes the statutory role of Monitoring Officer.

Remuneration: The basic salary for this post is £86,343 and a yearly lease car benefit of £5,067. The total salary and benefits is £91,410.

Director of Planning, Housing and Environmental Health Steve Humphrey

Member of the Council's corporate Management Team with responsibility for the overall management of: Strategic Planning and Development Policy, Development Control and Building Control Services, Transportation Liaison and Parking Services, Housing Services and Environmental Health Services.

Remuneration: The basic salary for this post is £86,343 and a yearly lease car benefit of £5,067. The total salary and benefits is £91,410.

Director of Street Scene and Leisure Robert Styles

Member of the Council's corporate Management Team with overall responsibility for the management of Waste and Street Scene Services, Management and Development of Leisure Services in accordance with the Council's Borough Leisure Strategy.

Chief Planning Officer Lindsay Pearson

Responsible for: Management of the Planning Service including the Development Control function and Plan making including the Local plan, the Local Development Framework, supplementary planning guidance together with countryside planning and environmental policy and conservation.

Remuneration: The basic salary for this post is £62,019 plus a yearly lease car benefit of £4,357. The total salary and benefits is £66,376.

Chief Financial Services Officer Neil Lawley

Responsible for: Management of the Accountancy function and Exchequer Services function including the Budget, Statement of Accounts, Payments, Treasury Management, Banking and Insurance arrangements and Payroll.  Neil also prepares, and advises on, the Council's strategic finance plans and assists with both procurement and the transformation agendas.

Remuneration: The basic salary for this post is £62,019 plus a yearly lease car benefit of £4,357. The total salary and benefits is £66,376.

Chief Environmental Health Officer Jane Heeley

Responsible for: The Council's Health agenda and management of the Council's Environmental Health, Health Improvement and Building Control functions.
